Environmental Protection Notice
Application for a Permit amendment Under the Provisions of the Environmental Management Act.
We,
ARC Resources Ltd.
of 1200,308-4th Ave. S.W. Calgary intend to submit this amendment application to the Director to amend PA-18359, issued September 7,2007 which authorizes the discharge of air emissions from a Compressor Station which operates 24 hours a day and 7 days a week. The land upon which the facility is situated and the discharge occurs is 01-34-79-14 W6M, which is located approximately 16 km north of Dawson Creek, British Columbia.
The amendment requests that the following conditions be changed to add a fourth identical 1104 kW compressor drive unit for a total of Four (4) compressors on site. Currently there are Three (3) existing identical compressor drive units listed under the current waste discharge permit. With the additional fourth compressor during normal operations, the maximum rate of air emissions discharged from the compressor facility will be increased to 59.36 kg/hr. The specific characteristics of the air emissions during normal operations will result as the following: NOx 8.88 kg/hr, CO 15.98 kg/hr, TP (PM2.5, PM10) 0.82 kg/hr and VOCs: 33.67 kg/hr.
Currently at the compressor site during an emergency relief scenario, the potential maximum rate of air emissions discharge from the compressor facility will remain at 1926 kg/hr. The characteristics of the air emissions during a brief emergency relief scenario will remain as the following: 1569 kg/hr of SO2, 64 kg/hr of NOx, and 293 kg/hr of CO. All site emissions are reduced through high efficiency burner management and proper dispersion through exhaust and flare designed in accordance with the OGC regulations to meet the BC Ambient Air Quality Objectives.
Any person who may be adversely affected by the proposed amendment and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Regional Manager, Environmental Protection at 6534 Airport Road, Fort St. John, BC. V1J 4M6. The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.

As per the Integrated Pest Management Regulation of British Columbia, Section 61(1) notice is given that a draft Pest Management Plan has been prepared by Mackenzie Fibre Management Corporation. This Integrated Vegetation Management (IVM) plan represent a proactive program of identification, prevention, and monitoring of pests (herbs, shrubs, and deciduous trees), while carrying out sound silvicultural treatments (brushing and weeding) to achieve a wellgrowing crop of trees, and operating in a broader landscape management context.
This IMVP is intended to encompass all project openings where Mackenzie Fibre Management Corporation (MFMC) holds silviculture obligations. The MFMC license is located in the Mackenzie Forest District, within the Omineca Region. The license and IVMP area spans from Aiken Lake in the north, Williston Lake down to McLeod Lake in the east, Mount Mackinnon and the Philips Lake area in the south and slightly east of hold Hogem in the west.
The duration of this plan will be from submission in Spring 2019, for a term of 5 years to the spring of 2024.
Herbicide applications are intended within the areas to which the plan applies to control invasive and noxious weeds and unwanted problem vegetation. The herbicides that may be used under this Pest Management Plan include:*
