ENVIRONMENTAL PROTECTION NOTICE
TAKE NOTICE THAT
CIPA Lumber Co. Ltd.
of 797 Carlisle Road, Delta, BC V3M 5P4 applies to the Metro Vancouver Regional District ("Metro Vancouver") pursuant to the Greater Vancouver Regional District Air Quality Management Bylaw 1082, 2008 for a permit amendment.
1. CIPA Lumber Co. Ltd. has applied for an amendment to permit GVA0051 issued November 30, 1992 and last amended October 13, 2015 to discharge air contaminants from a new veneer dryer and regenerative thermal oxidizer at their manufacturing and drying plant located at 797 Carlisle Road, Delta, BC.
Discharge flow from the new #5 dryer will be controlled by the current Wet Electrostatic Precipitator (WESP) system. Because of the capacity of the WESP system, the discharge flow from #4 dryer will be controlled by a new Regenerative Thermal Oxidizer (RTO) system, other than the discharge from #4 dryer outfeed seal section.
Current emission source 15 (WESP) will be modified based on the above changes (reduce total natural gas usage and discharge flow for the changeover).
Emission source 18 (RTO) will be added to control the emissions from #4 dryer, other than its outfeed seal section.
#2 re-dryer will be decommissioned and deleted from emission source 15.
In an emergency, the new #5 dryer will discharge to emission source 16 (veneer dryers emergency abort gates).

This Notice is published pursuant to the Environmental Management Act, the Public Notification Regulation, and the Greater Vancouver Regional District Air Quality Management Bylaw 1082, 2008. A person who may be adversely affected by the granting or amending of the permit described in this notice may, within 30 days of its publication, notify Metro Vancouver’s District Director in writing stating how that person is affected. When making a decision on the permit or approval application, the District Director will consider the application, comments submitted and any responses provided by the applicant. Information collected during the comment period and the time following until a decision on the permit application has been made is collected under the authority of the Freedom of Information and Protection of Privacy Act. Your personal information and comment will be forwarded to the permit applicant for response to the District Director. By submitting a public comment, you consent to such disclosure.
